Compare the installer filename and published hash before you run a new OFDownloader build

When a new desktop or Firefox build lands, check the installer filename first, then compare the published hash with the file you just downloaded before you run it.

If the filename or hash does not match the published notes, stop and re-download from the official site instead of running the file.
